I think you are being naïve if you don't think psu and other schools don't use the dangers of living in the city against Pitt. Maybe they aren't specifically citing this but you can be sure they are making less than subtle comments about Oakland, Pittsburgh crime rates vs that of "middle of nowhere" college campus life style.
