It'd be fantastic if this can happen, but he knows it will get crushed in courts just like when he tried to do this with Medicare in 2020. As I keep saying, politicians should not be allowed in public office. Look what they've done to Congress. Politicians are by definition people who have paid enough money to gain positions of power so they can talk a lot and lie while doing nothing except benefitting themselves financially. Or worse, only doing things that destroy our Republic, like what happened during the last 4 years. If we eradicated all politicians from Congress, it would be the start of restoring our Republic to Constitutional Law.
