Can someone on here answer me a serious question on star rankings?

So we got a nice commitment from this guy Kamara. Looks like a great upcoming player for Pitt. However he is ranked only 3 stars. Why? This guy from what I have read had like 25+ offers and lots of the "big boys" were interested in him. Anyone know why a player of this caliber wasn't at least a 4 star? Thanks.
