Is the buyout negotiation the last step?

I'd assume TCU would have to work our everything financially with JD, then he and they agree on a contract pending the buyout. Then once TCU and JD have a contract per se, then TCU goes to Pitt and says how much?

Then why would Pitt negotiate at all to lower the buyout, unless they really don't care if JD leaves, but all indications are that they want to keep him.
