You can oversign your class in the ACC, I believe. Not sure what it was like in the Big East, but some conferences do not allow it (Big Ten does not). That said, it's unlikely that Pitt will ever be affected to the degree that schools like UNC, FSU and UVA are. Those schools entire recruiting classes are kids that could be drafted out of high school. Not only that, with the draft slotting system the way it is there isn't the bonus money out there for big league teams to spend freely (like the Pirates who spent over $10m for a few years in a row back around 2010 and 2011 and gave high six-figure and seven-figure bonuses to low round draft picks).
