last night when the game was on the line Pitt made a basket and the NC guard got the ball and with one foot out of bounds and one foot in tossed it to another NC player who then took it OB and passed it back in the the other player. Now I immediately said that is a violation but the ref standing right there let play go on. Should that have been an out of bounds violation?
Maybe I am not sure of the rule but...

Player 1 must be completely out of bounds (both feet down out of bounds or 1 foot down, the other in the air) in order to be considered inbounding the ball. Therefore, no violation.
