I have seen NJCAA because I had friends and teammates play there for various reasons.
You and Ripper are both wrong to some degree on this issue and you're both right to some degree. The California JUCO association is huge and has produced plenty of studs. However, many of the powerhouse JUCO teams are not in California. In fact, Dodge City, Butler CC, and Garden City CC all in Kansas alone have produced a shitload of P5 and NFL players. There are powerhouse JUCO programs in Texas and in the south as well. Some of those programs have 8-10 future P5 level players on them every year.
I'm not denying CCCAA has some talent. They just are much, much less competitive and being 1st team in CCCAA is much, much easier than NJCAA. The Rivals, 247, and ESPN numbers all back that up. It is akin to the difference between being named a NJ or CA or PA, etc. All State player and being named a National HS All American. Congrats on both, but two very, very different levels of competition and achievement for the honor, despite the fact both produce legitimate players to the next level.
-It is way harder to make all state in Florida then it is in Pennsylvania or just about any other state you want to use because of the overall talent difference. I can only imagine how bad a team like Central Catholic would get whipped by an elite Florida team. It would be a complete beat down because of the talent and speed differences. Florida could challenge a US national team. Making All State in Florida is a huge accomplishment at the high level big school classifications. It isn't some rinky dink accomplishment like you are implying. Like I said, Florida has better talent in 8a at one position then the entire state of Pennsylvania has at all positions. And I'll put a Florida team up against a US national team.
I would say that is due to the geography and the amount of coverage provided by more local reporters/analysts to various parts of the country where they reside, instead of one state with most of the schools and more players.
You think the 4 to 1 ranking disparity is explained by regional bias? How about the offers and scholarships? You think coaches are choosing not to recruiting some kid from Reedley and instead want to focus on a kid going to Hutchison CC in Hutchison, KS, who was originally from South Carolina, because the recruiting sites are giving them biased and preferential coverage?
You know a lot of these schools play now, right? The best schools from the best states play in 7on7s and out of region games every year. Beyond that, what the hell is your point? Do you read what you respond to? I didn't even mention Florida. Are you high?

The Florida sportswriters vote in the AP poll, which has Smith 2nd team in 8A--a high honor even without your trademark embellishment. This is a website run on a shoestring budget by a 25 year old guy with a bunch of high school and college "interns" that culled the all-area teams from a bunch of other Florida newspapers and social media sites, and picked their own all-state teams from that.
