This is what I recommend for any Panther fans traveling in. If you are coming from Pittsburgh, use the Fullington shuttle and park at stop 3 or 4. Toftrees (Stop 4) is probably the easiest in terms of access off I-99 (just a few quick turns off Toftrees Woodycrest exit), plus it is one less stop on the shuttle.Parking is now $60 cash on gameday.
There are actually two different company shuttles on game day. The CATA shuttle is $2 per per way and drops you off at the Bryce Jordan Center. They have one that leaves from the Hill Plaza that you reference and another one that runs through town including the parking garages.

There are 2 Walmarts so make sure you park at the one on North Atherton Street (not the one called "Benner Pike Walmart"). It's about a 2 mile walk. There's actually a trail that goes through the woods that locals know that could probably knock off some distance. Check your Google Maps app as there are a number of trails that show up. As for open container, technically they are prohibited by Patton Township and Borough of State College, both of which you will be in as you walk to the stadium. Once you get to tailgating lots, they are allowed as long as they are aluminum (that's what the policy says, but it's not like you are going to get busted for drinking out of a glass bottle). All that said, you aren't going to get stopped by anyone or have any trouble.
