Rank the 5 major sports entities from top to bottom in terms of frustration.

The OP didn't specify Pittsburgh only, but my vote is "local":

1. State Penn football. Why? Year in year out they get a pre-season top 10 ranking. Garbage schedule with only 1 or 2 real tests who they ultimately lose to and win the rest of their cupcake schedule.
they made the playoffs and won 2 games. they conssitently go 10-2.. as a pitt fan, i'd love that frustration.
 
Again, the reason why I placed the Pirates where I did is because of the young pitching staff they have and not doing anything with he offense to help win games. I mean how many no decisions or losses did guys like Skenes and Jones have last year going into the 7th inning only giving up 2 runs or less?
True, that was incredibly frustrating. It’s going to be even more frustrating when nothing changes this season and we still hear that they’re on a pitch count.
 
Here are some frustrations to consider

1) If the Pirates could get to the playoffs and you can give the ball to Skenes in game 1 of each series, you have a really good chance to go deep into October. Knowing this, why would you NOT go for it and sign real talent?

2) The Steelers are no longer one of the premier NFL franchises. There are quite a few teams with as many SB appearances and playoff wins this making the Steelers pedigree as mediocre. This demise has absolutely taken place on Tomlin's watch....and ownership does nothing. I mean, think about it. In our lifetime the Steelers have had a national prestige and reapect even from fans that dont like the Steelers.

That has evaporated since Tomlin took over with no Rooney intervention. The Steelers are just another average team in the NFL.

A real shame if you ask me.

the pirates ownership knows their problems but dont care enough to fix it. Steelers ownership (And HC) dont even know they have a problem, therefor, nothing to fix.

i dont know which one is more frustrating to be honest..

I saw a Tweet earlier this week that said the Pirates have not given a multi-year deal to a free agent since Ivan Nova in 2016. They are just not a serious franchise… which is a shame because there’s still a lot of die-hards hanging onto this current team, which should have a lot of hype and promise with Skenes.

Pretty much every pitcher in baseball is on a pitch count at this point. It's not the same for everyone, and it may not be an exact number, but every team goes into every game with an idea in mind of approximately how many pitches they are going to let their starter throw.

Perhaps an unpopular opinion, but I wish small market teams would take a different approach to this. If you know you’re not going to sign Skenes (or even Jones) long-term, I say get every bit you can out of their arms while you have them.

Obviously you don’t want to blow them out too soon, but triple digit pitch counts and complete games shouldn’t be out of the ordinary if they have “it” that outing.

I don't think they will, at least not as a normal part of the rotation. Will there be times in the middle of the summer when they are playing a lot of days in a row without a day off that they throw in an extra guy? Yeah, probably. But I don't think they are going to go with six on a regular basis for most of the season.
