Because of the way that the draft bonus pool is structured very very few guys who get drafted in the first ten rounds do not sign. Teams know exactly how much money it will take to sign a guy before the draft, and if they know they can't manage their pool to accommodate that amount they simply do not pick the guy. I will guarantee when the Brewers picked Egnatuk they knew approximately what it would take to sign him, and they knew approximately how much money they would have to offer him. Occasionally it doesn't work out, but last season the number of guys picked in the top ten rounds who did not sign a pro contract was two. In 2015 it was six. Guys picked in the first ten rounds overwhelmingly sign pro contracts.
