The penalty wasn't for two men moving at the snap, the penalty was because if you have two men moving at any point pre-snap then everyone has to come to a stop for one full second. You can then motion another guy after everyone is set for a second, but if you don't have that one second where everyone is set then it is a penalty.

And for the record, I went back and watched it again and they don't show the formation until well after Pitt is at the line, so I don't know if it was the correct call or not.

Right, but they didn't cut to the line of scrimmage until well after Ffrench was already in motion, so there is literally no way to know if someone else was in motion or not.

I am not one to blame the refs, but they have been clearly horrible for only one team. Not sure how this goes but if I were HCPN i'd file a formal compliant to the ACC.

On a more important note ...tackling is very bad.
