You may get your wish. I failed to consider that the Citrus Bowl will do Florida vs Miami if Florida doesn't go to the Sugar Bowl. That means that Florida Citrus Sports has to decide between WVU/Lou and WVU/Pitt. I think Pitt/WVU sells more tickets but Lamar Jackson gets better tv ratings. Florida was there last year and may opt for a different bowl though....or their players may want Miami.
You continue to make some very erroneous assumptions in your projections, namely that the players or schools have any choice in what bowl game they will be invited to attend and play. While schools and players may make known their wishes [usually very privately, so as not to offend], it is ultimately totally up to the Bowl Committee for each bowl as their selection turn arrives about who to choose. Be sure, there are often schools selected to play in games where they would have preferred another venue, etc. Not long to wait to see the real choices. Hail to Pitt!
To clear things up, we won't be RA's 1st,2nd, or 3rd choice.Incorrect. Conferences now try to match bowls and teams up based on preferences. This is new process started about 2 yeara ago.
Bowls send the conferences their ranking of teams they'd like to invite. Teams send the conference their bowl preferences. Then they try to find matches. Of course, it doesn't always go swimmingly.
But if the Citrus and Outback Bowls BOTH want Florida, then Florida's admin with input from coaches and players (seniors mostly) will decide where they go.
By the same token, if for whatever reason we are the Pinstripe and RA's #1 choice, Pitt will choose where they go.

what's riskier if you are the RA people? Bringing UNC? Or a Pitt/WVU match up? I think it's pretty clear.

Pitt will sell out it's allotment. When was the last time we had a good bowl in a good location vs a desirable opponent? This is the best scenario in 25 years. Pitt will travel and travel in a big way. Pitt would sell it's allotment as evidenced by last year, the game will sell out, and the tv ratings will be good.
