The whole thing with selling jerseys or using players likeness has programs just using generic numbers like 1 or 12 for 12th man. You most likely won't see specific numbers again.

Is this new? Even in the last few years, I've seen numbers targeting popular players. Like 23 last year.The number does matter if it is specifically targeting certain players. They have never put the names on if it is NCAA or university selling it. But the players in the O'Bannon suit have stated that even the specific numbers are profiting off the players. Like you said, 25 during the shady era was profiting off of shady. In SMF's example above, if Pitt had 24 and 9 on sale this year, everyone knows it's targeting Connor and Whitehead.
That is why going forward, you will see 0, 1, or 12 most likely every year.
