Yes, I know the ACC has one more team than the Big Ten, meaning one team has to sit out, but I thought the ACC voted on having the league's lowest-rated RPI team from the year before be the odd team out. VT and BC both had worse RPI's than GT. Just curious for the official reason on this.

Don't care. Why are you worried about such trivial stuff?
Because I need to know. It doesn't make sense. The only thing I can think of is maybe, Brian Gregory opted out of a road game against a bad Big Ten team. It would be a potential loss and he has to avoid those since its probably NCAAT (highly unlikely) or unemployment for him

In the last 2 years, these are the teams that have been excluded -

2014 - Boston College
2013 - Clemson, Virginia Tech, Wake Forest

Most likely didn't want to exclude one of those teams a second time in three years. Having the second worst record last year, and third worst RPI, it was natural that Georgia Tech be the excluded team.
