Penn State fans are ALWAYS the ones that say our 9 national championships don't matter because most were way back in the day, but you throw out something that dates back to 1890.
So under those conditions, I don't care, since 1890 we have 7 more national championships.
Also, between 2000 BC to current, the number of coaching staffs to employ a child molester and give him sanctuary, it is always correct to say Penn State has more all-time than Pitt.
So what you are saying in a roundabout, albeit stupid, way is that Penn State has more victories than Pitt….
plug in some years in that span and include teams they played there Skippy...1936 Pitt had WVU, Ohio State, Notre Dame, Nebraska and Washington (I did not list PSU as they were sort of an 1-AA type of team then) while Penn State grappled with the likes of Muhlenberg, Villanova, Lehigh and Bucknell....Pitt has been playing big time college football since 1890 while Penn State has about sixty years under their belts....

Yes, Pittsburgh was better than Penn State in 1936. Noone doubts that, shoot, Pittsburgh won a National Championship that year.

This would be similar to saying how many more wins Ohio State has than Cincinnati through the years. This just happens to be an actual rivalry.
All in all, our two programs both have long history's they just happen to be different. Penn State has a ton of 10+ win seasons and good teams. Pitt for some reason or another, usually never reaches their full potential, but produces legit superstars in the NFL.
That's the beauty of the game and a rivalry though. Our schools both have different claims to fame, but no doubt each have an important place in college football history.

Based on the top 20 teams each school has in wins against, PSU has played more games against teams that are not even in FBS (many of which that dont even field D1 programs) than Pitt.

Penn State has 14 or more victories against 17 different schools, and 13 or more victories against 22 different schools. Of those 22 schools, 5 meet your criteria (not currently in FBS): Bucknell, Gettysburg, Lebanon Valley, Penn, and Lehigh. PSU's combined record against those 5 schools is 110-41-7 (.718).
Pittsburgh has 10 or more victories against 17 different schools, and 8 or more victories against 22 different schools. Of those 22 schools, 8 meet your criteria: CMU, Washington & Jefferson, Westminster, Geneva, Penn, Allegheny, Bethany and Grove City. Pittsburgh's combined record against those 8 schools is 103-30-6 (.763).

And didn't JoePa have this big demands, he wanted the conference, but wanted Penn State to have a bigger cut of revenues and more home games vs. all the teams? If I remember correctly, he wanted PSU to get a double share of TV revenues?
Although I do think the Big East screwed up by not admitting Penn State when they admitted Pitt, that might have kept that conference together.

Cuse, UVa, Bama and ND are fairly equivalent to ND, Nebraska, UVa, Iowa, Miami FLA and Utah --- Power 5 teams that Pittsburgh has played home-and-home OOC in the 2005-2015 era.
Temple and UCF are fairly equivalent to Akron, Buffalo, FIU, and Ohio University --- non Power 5 teams that Pittsburgh has played home-and-home OOC in the 2005-2015 era.
Big picture: Pittsburgh's and Penn State's OOC schedules are not THAT much radically different. We'll be on each other's schedules in the 2016-2019 era, of course.
FWIW, to answer your questions:
(1) PSU was 5-4 against current P5 teams in regular-season OOC games in the 2005-2014 era.
(2) The UVa return visit to State College is still (supposedly) TBD in the future. Perhaps 2019.

You can even say we already have rivals. Syracuse came over with us at the same time and we have been playing them every year since I can remember. And I'm quite old. We have played them every year since 1955 and prior to that we played them every few years for a total of 70 games. We can also call Notre Dame a rival because we are their 5th most common opponent. They pretty much followed us to the ACC. And Va Tech has been somewhat of a rival because of our success over them, I'm sure they don't like it.

If ISIS were to put together a football team to play PSU, and a PSU win meant Iowa goes to the Rose Bowl, I'd pull for ISIS.
I really wanted to not comment here, but your delusion must be addressed. The UPS scheduling decision was absolutely a Joe Pateno decision. He didn't want to play the likes of Jackie Sherrill or Barry Switzer. That conceit coupled with his holier than thou attitude shoved it to Pitt and us fans clearly out of spite. I'm "comfortable" with it. I am not "thrilled" with it, but I understand the thinking.
I am not a PSU fan who likes to use the sanctions as a "crutch", but the OOC schedules being lessened in the 2013-2015 era makes sense in that context. We were expected to be a considerably weaker team, so if you're still trying to win you need to schedule weaker foes. San Diego State was scheduled in August 2013: there were NO sanctions reductions at all as of that moment. Army was scheduled in early September 2014: the bowl ban had not been reduced as of that moment.
Scheduling UCF and getting the "pseudo-Bowl game in Ireland that would also double as a nice trip for PSU fans" also made sense in the context of the sanctions. I admit the Dublin game for what it was: a way to get a "Bowl Game" despite the NCAA Bowl ban. And as one who made the trip to Ireland, I'm glad that we did that. I had a good time.
Anyway, the sanctions are now over, and in the 2016 and beyond era, I expect one Power 5 OOC foe on a yearly basis. I doubt it will ever be two Power 5 OOC foes, as we are seemingly "required" (rolls eyes) to have seven home games a year. But that is what it is and a whole different story.
FWIW, the details of the 5-4 OOC record vs. Power 5 schools in the 2005-2015 era:
0-2 vs. Alabama (2010, 2011)
1-1 vs. Notre Dame (2006, 2007)
3-0 vs. Syracuse (2008, 2009, 2013)
1-0 vs. Oregon State (2008)
0-1 vs. Virginia (2012)
There was at least one in every year in the 2006-2013 era. There were none in 2005, but PSU did play Cincinnati and South Florida, which had just joined the Big East, which did have an automatic BCS bid.
