Yes. I learned this while watching the Gerogia/Georgia Tech game where a head shot led to a game-changing fumble. Apparently there is a stipulation whereby if it's the end of the game and would significantly alter the outcome, the call always goes to the bigger market team.

It's one of those weird rules, but they did get it right.
