How are we so sure that the virus only spreads when playing teams not in your conference?

It will still spread. But when you have a smaller group of people you are in contact with you have a better opportunity to control and trace.

Just like how the state limits the number of people at large gatherings.

I think this has more to do with a uniform policy that all conference teams could follow more than anything else.
