Watching the Pitt/VT game on DVR and the announcer said that in 2008, VT and FSU were the only 2 ACC teams to ever make it? Huh? That's insane. Is that true? I mean the WCWS is dominated by the Big 12, SEC, and Pac 12 but only 2 teams ever to make an 8 team field???

No, that's not it. The only two ACC teams that have ever made the Softball World Series, which is to say the final eight tournament, are Florida State and Virginia Tech.

Virginia Tech made it once, in 2008, and they finished 7th/8th. Florida State has made it nine times. Their best finish is 3rd/4th, meaning they lost in the game before the championship. They've done that twice. No other ACC team has ever made the World Series, and that includes if you go back to when the AIAW ran the tournament before the NCAA took it over.

To show how far ahead of everyone else that the PAC12 is, there have been 36 NCAA sponsored softball championships. If you count the title that UCLA had to vacate PAC12 schools have won 24 of them.
