Not as far-fetched as you think. I'm not predicting this happens but pointing out it is reasonably possible.
Lets say the following teams win their CCG's:
PSU
Colorado
VT
Alabama and OSU are in. Washington and Wisconsin would be out.
Who gets the last 2?
- Michigan 10-2 with wins over B10 champs, P12 champs, and B10 West Champ
- PSU 11-2 B10 champ with wins over OSU, Wis, and Iowa
- Colorado 11-2 P12 champ with wins over Washington and Stanford
- Clemson 11-2 with wins at Auburn, at FSU, Lou
- A 10-2 Big 12 champ (either OU or OKST). Both would only have 2 Top 25 wins (each other and WVU). OKST could wind up with a 3rd if the CFP puts Pitt in Top 25. And of course, they really won that Central Michigan game
Who goes?
Mich would have best wins but all at home and didn't win their division. Clemson has best road wins but didn't win ACC. PSU would have better resume than Colorado and B12.
