That's not true either. 6-6 can go over 10-2 if they want as there is no restriction but obviously the ACC wants their better teams in the better bowls so it would take an unusual set of circumstances for a 6 win team to go over an 8 or 9 win team
I don't think it's that obvious at all they'd look to reward the better team. If everyone is within a win or two, favorites will be played by the conference. That's why they removed the nuisance rule you originally mentioned.

The bowls and their host cities will also have their perceived favorites based on whose fans are more likely to show. You mentioned VT and it's rep for that.

Pitt has shown better in its past two bowls and we missed last year, so some may actually like the idea of having us. But they may also see red flags, thinking that some of our fans will blow some wads on the ACC championship game.

Pitt not having been at the Sun for some years might be the best argument. Especially since that one depends more on locals to attend.
