Looks like Penn State, Pitt, and WVU did not make the Top 25 this year and they use criteria different from Federal Guidelines that counted Transfers. I think with all the Coaching Changes at Pitt, WVU and Penn State has impacted on all Three Programs too. In addition, actually this only compared the Top-25 teams in the CFB ranking.

The GSR is an NCAA measure that, unlike the federal graduation rate, doesn’t penalize schools for having players who transfer or leave for the pros–as long as those players depart in good academic standing.
