Yeah, it’s usually the guys that have established themselves as really good college players that are transferring up.
Which makes sense. That’s the only reason an elevated team would want them.

Hartman and Leary are two that stick out the year before that. Maybe you can count Sanders as well, but his dad is obviously a big factor in that.
I think there are a multitude of reasons why QB is different. Two of which being:
1) There can only be one. So these guys, as their eligibility wanes, value being "the guy," rather than rolling the dice on competing with some 5-star, etc. or entering a situation where the fit just isn't right. Particularly if they have any NFL aspirations. Quite a few have ended up getting benched at their new destination, as will probably happen with DJU this season.
2) A lot of them come from well-off families and don't need to chase bags. Many have been in the national camp circuit since they were young, and that stuff isn't cheap.
In the case of the guys above:
Ward - Seemed headed to the NFL before Miami gave him a bag he couldn't refuse. But if returning to college was what he wanted to do, I can definitely understand not wanting to demote himself to the G5 for his final season after Washington State got left out of the conference shuffling.
Howard - I'm sure K State would have accepted him back and loved having two quality QBs, but he go pushed out - or at least saw the writing on the wall - as much as anything. And this speaks volumes to how QB transferring is a different animal, because we're talking about Ohio State rolling with a guy who basically lost his job to a guy at Kansas State.
Leonard - Coaching change. And in the case of ND's last ACC guy, Hartman, I think he had just done it for so long at Wake that he wanted to experience one year on a bigger stage. Probably the same can be said for Finn.
