I went back and slowed down one of the replays that showed it. It was very close. For sure the contact was mostly, if not entirely, before the ball left Peterman's hand. However even if the ball had cleared Peterman's hand in the instant before the contact ended that still isn't going to get called pass interference. It just never is, by any refs, on that type of pattern. Maybe on a slant pass you might see that called on occasion, but not on a throw to the outside. It's probably not possible given the angle that any of the refs have on the play for any ref to have both the contact on Boyd and the quarterback's arm in their field of vision at the same time to even make a determination like that.
