In fact Michigan offered the NCAA the three game suspension to clear their violations a while ago, and the NCAA told them no, it wasn't harsh enough.

The NCAA sanctions are forthcoming. They ultimately rejected the 4 game suspension that originally had been negotiated. This is Michigan’s attempt to try to soften the blow when the NCAA eventually does its job and sanctions them. Standard procedure.

The really lame aspect what the NCAA is doing here is that the sanctions, whatever they may eventually be, won’t be able to be effective until 2024. So Harbaugh gets to take a run unhindered at another CFP appearance with the best team he’s had since he’s been there.
