It was a correct call because the offensive lineman did try to catch the ball, but it should have been what they called PLUS intentional grounding.
They shouldn't have let Tomlin get to re-decide to decline that penalty after Cleveland showed its hand anyway. That was cheap.

I’ve really come to believe that 9 out of 10 OCs at both the college and pro levels of football are complete morons. Smith is one of those.
You’re the OC - you need one first down to win the game. You F around with your QB, personnel and playcalling and go 3 and out. Smith should be fired on the spot for that playcalling sequence.

I agree with that. He was going to decline the penalty until they said he was going to decline it and the Browns showed that they were going to go for it.

If they are going to back way off here like they just showed take a 10-15 yard completion and get out of bounds.
Step one: Decline the penalty, making it 4th and 2.
Step two: Send the freaking house. It's either going to be a sack/TFL/batted pass or a touchdown.
Step three: Live with the consequences. If they do get a touchdown, you have plenty of time to come back and match it.
